We should give more control to the users. If they are wanting to give a partial refund ( not for a particular item or service, random amount) - this should be allowed at any stage of the order.
Example: A client wants to give their customer $20 refund for their own reasoning and the item is scheduled for delivery. The current process requires the item to be unscheduled (potentially loosing the delivery date), process the refund and then reschedule delivery.
Not simple.
They should be required to add a note as to the reason for the partial refund and this permission should be added to the new user permissions task so the clients can choose who should be allowed this permission.
